In 2010/2011 MFA Denmark and Sida initiated an evaluation study of the Open Fun Football School programme .
The evaluation amongst other concluded that
• CCPA has continued to demonstrate the immediate appeal and relevance of the OFFS concept.
• The OFFS concept remains unique and impressive in the Balkans and Caucasus.
• CCPA has managed to establish and maintain an effective network of coaches and leaders across its countries of operation and the bonds and friendships thus created have served to break down enemy images and promote reconciliation.
• OFFS have remained relevant in the countries of operation
• CCPA has remained focused on its original raison d´être: to work with communities affected by social upheavals and conflicts stemming from tensions between ethnic groups.
• CCPA has successfully mobilised growing financial funds from local municipalities who also contribute considerable in kind resources to the Open Fun Football Schools.
Narrative mediation
While the above mentioned evaluation study concluded that CCPA fully has lived up to the targets and outputs agreed with the donors, it is also evident that the evaluation study reflects a basically different approach to activities aimed at reconciling tensions and promoting peace and stability than CCPA.
CCPA is of the opinion that it is a beneficial and long-term effective way having an indirect approach to conflicts in people-to-people programmes like the OFFS. For the OFFS to work as means for reconciliation (and conflict mitigation/prevention) the community football clubs, leaders, coaches, players, parents and other stakeholders gather because of the passion they share (children and children’s football) and the fun they expect from the OFFS – not because the children have specific problems to solve or a given conflict to discuss. In OFFS we thus attempt to take the focus away from the conflict and away from the cultural categories that put the parties in opposition to each other. Instead we wish to place the participants/stakeholders in a context where new actions with new roles, relations and positions are offered such as: caring parent, a volunteer coach, a community worker, a football enthusiast etc. Our hope is that these roles and actions will position the parties in relation to each other rather than in opposition, and thereby construct ‘new reconciliation narrative’– ‘a counter story’ – of common interest. And in this context it is important to point out, that a ‘new narrative’/’counter story’ does not necessarily eliminate the story of conflict. Like a counter story will always exist parallel to the conflict story, the same can be said the other way around. The intention of the OFFS is therefore not to erase the story of conflict but rather to get the counter story to dominate.
Correspondingly CCPA is using the OFFS as a platform to facilitate communication situations where the participants discuss and discover basic values in common: What is a good children’s environment? How can we create a good environment for our children together? What are the most important values to address on the OFFS? etc. This indirect approach are always based on participatory methods and child-centred and value-based pedagogic and it constitutes a corner stone in all our workshops at the instructors, leaders, coach, parent’s workshops and seminars.
Our many years of field experience have convinced me that OFFS programme constitutes an attractive new narrative that can contribute to local reconciliation and conflict transformation in communities affected by conflicts. Thus during the past years CCPA have observed how thousands of local beneficiaries and stakeholders every year supports, become directly involved, cooperate and experience themselves in the OFFS activities and underlying principles. In this way the stakeholders have contextualised and brought alive the “OFFS narrative” about peaceful coexistence, tolerance and equality in their local context.
CCPA also believes this could also be justified by a great amount of the spill-over effects that we in the past few years has observed in the communities that are involved in the OFFS-programme, and in fact should be viewed as relevant and significant for achieving the intended impact of the OFFS. This may further also be substantiated by the depth and width of the program’s public interface in terms of parents, local football clubs, voluntary coaches, local communities, municipality’s and not the least awareness building by a vast media coverage enjoyed by the OFFS program drawing the public’s attention to well received activities among population groupings otherwise hostile to one another.

Thus, there's good possibilities to receive a sba loan in every country. 28-10-2009 15:18:39The need of tailor-made programmes 20 – 22 October all CCPA-Balkan coordinators and staff attended an international conference organised by the Council of Europe on Discrimination, Racism and Xenophobia in Sport.
Following the conference it was again raised as an issue between the Balkan staff, that in Open Fun Football Schools we are doing what others are speaking about. But we often experience that we are not strong enough in communicating our messages to others beyond our beneficiary groups.
One point raised in this context was that the speakers on the above mentioned conference often presented initiatives comprising a total of max. 400 beneficiaries addressing only one topic. Open Fun Football Schools organised this summer 154 Open Fun Football Schools and street sport activities for a total of approx. 40,000 children and 6,000 volunteers. And our concept is so strong that in different places we used our activities as vehicle addressing many different social issues, e.g.. promoting peaceful coexistence, promoting girls football, providing mine awareness, promoting healthy lifestyles etc.
Perception & concepts
Again it was also emphasised that it is sometimes considered a problem for us that we not always use the same language or the same terminology than the common one used by donor organisations and on conferences as the one mentioned above. When they say “equal opportunities” we say “girls football”. When they say “discrimination and exclusion”, we say “friendship and sports cooperation”. When they say “preventing chronically diseases” we say “promoting healthy lifestyle” etc. Correspondingly it has always been a common principle to us that we try integrate and address these social challenges beyond the sport in our activities but with “positive ions”. Conflict management or …? Along this line we have sometimes met people who consider Open Fun Football Schools a football programme and not a reconciliation programme as we say, because we don’t talk or manage the underlying conflicts at our Open Fun Football Schools. We of course strongly disagree with this perception. The core idea of Cross Cultures is that “the objectives of the organisation are primarily sought realized through projects rooted in interests commonly shared by the participants and cutting the lines of different cultures”. I.e. through our twin-city approach we bring people of different backgrounds together (bridging) and through our special fun concept and our many and joyful games we create an environment where people of different backgrounds can meet and have fun together (bonding). This is to say that we know by experience that a good and a joyful game stimulates positive relations between the participants – that is the underlying mechanism in our specific fun football/reconciliation concept. Open Fun Football Schools PLUS However, the discussions made us all agree that there is a need of enhancing our social profile of the Open Fun Football Schools in the coming season. Thus, we decided that all Open Fun Football Schools in 2010 would be tailored and organised accordingly with a concept we named “Open Fun Football Schools PLUS”. The idea is that each school next summer should of course be build on the same core principles – the twin city concept, 30% girls participation etc – as we have today, but each school should further have its own tailor-made profile addressing a certain social topic. One school could for example address environmental issues whereas the neighbouring school could address healthy lifestyles. In this context we identified four main topics we wish to further develop in the season 2010: Environment/ “Things Talks”. We see a five-day Open Fun Football Schools that has special focus on raising awareness environmental issues. I.e. we wish to explore the possibility to follow up on the Open Fun Football Schools by organising a five-hour seminar for local P.E. teachers on the Things Talk initiative with the aim that the teachers should run a five-days Thing Talk course for their respective school classes – like we are already doing in Lebanon. Healthy Life-style/Preventing chronically diseases. We see a five-day Open Fun Football Schools that has special focus on promoting healthy lifestyles through Sport and healthy food. The Open Fun Football Schools should be followed by events such as Fighting diabetes as we did for Novo Nordic and Media lab in Croatia this summer. Further it was suggested to develop materials for school classes. Anti-Discrimination/”Open Fun Football Schools classic”: We see tailor-made OFFS should address topics such as preventing discrimination, racism and xenophobia in sports. As special follow up some fun football festivals could be organised between children from two opponent clubs (ex. Hajduk Split and Dynamo Zagreb) which could also include a parent’s workshop. Such activities would be a brilliant chance to further develop the cooperation with our UK-based partner organisation Kick it Out. Equal opportunities (gender): Promoting girls football. We see Open Fun Football Schools specially dedicated to the promotion of the girls football – like we did in central Bosnia this summer. The girls football initiatives will further be followed by our Girls Football Network Seminars (nation by nation), our regional working group on promotion of girls football and a regional conference on promoting girls football. As one can see the above issues are not at all new to Open Fun Football Schools or our present programme portfolio. However, what is new is that we decided to be even sharper in our messages and the promotion on the above topics. We of course see the benefit of this tailor-made approach as a contribution to our fundraising strategy. But more important is that we further decided to make it our development target, that we will tailor our concepts in a way that we bring the topic - “Open Fun Football Schools PLUS” - from our fun football arena and further into the curriculum of the Public Elementary Schools. If we also succeed to bridge in this matter we would really have developed another successful, sophisticated and innovative approach in the Open Fun Football Schools programme. 13-11-2009 08:58:08Nicolas Alstrup I think this is a fantastic concept, absolutely unique.... soccer, and sports in general, is a langue that everybody speaks, and that everybody can participate in - TOGETHER....
